It's is impossible to know what is going on here other than there is an inchoate scam going on.
If you want to have some fun, identify the financial institution on which the check is drawn (assuming it is a US$ check payable in the USA), fax it over to them and ask them what's been happening.
There is a dozen different lotto scams going on right now, most connected with Nigerian 419 scams, although the Spanish, British and Euro lotteries are often named.
Nobody, but nobody, wins a lottery prize without buying a ticket.
The best thing you can do is to throw it away. There could be a real risk cashing the check, for a number of technical reasons. But since I don't know the transit numbers (MICR code at the bottom of the check) nor what is written on it or what the purported paying institution (which may or may not agree with the transit code) I'm not going to try to guess.
But telephoning a bona fide bank should be safe, and should get you an earful.

Its a scam. Nobody will give you 250,000 for free.
2,999 for insurance costs, lol. I bet that's just the beginning.
In a REAL lottery, it is usually run by the government, you have to pay money, (they earn HUGE tax profits), and the numbers
are public.
Anything else? Just ask yourself WHY they are so EAGER to give YOU money. What do they get out of it? The answer is basically nothing which means its a scam.

I guess you believe in Santa too? Ask yourself - what would a company get out of giving you a free entry to a lottery? You didn't buy a ticket did you? So where would the prize money come from? It's not going to fall out of the sky. Lottery prizes come from ticket sales - if no-one's buying tickets, how could there really be a prize?
And no legitimate company ever charges anything for the winnings from a lottery!
Just apply some common sense.

Check the company first if it is existing. Otherwise, you can he arrested as an accomplice to a scam by attempting to encash a check.

DON'T DO IT!! I saw something like this on Judge Judy. It is a scam and the ones who were scammed lost $3,000.
