I'm trying to locate the source of a quotation which came either from his book or from Ford Maddox Ford, as quoted in NY Times Book review by Suzanne Cassidy in the 1990's, Contacting Mr. Judd should solve my years long search in a moment.

You may have already been down this path, but here is a link to the NY Times book review of the Ford Maddox Ford biography. There are actually two - one by Penelope Fitzgerald and then a shorter one by Suzanne Cassidy.

As someone else suggested, you might also go through his publisher. He's just come out with a new paperback through simon and schuster, so I'd start with them. Good luck.

He writes for The Spectator magazine in London. A letter addressed c/o them should reach him. Their address is

Through the publisher of the book. Zrite them a letter or email explaining why you want to get in touch with her and they'll probably forward him your messages and vice versa.
