Europe was "colonized" long before it "developed". As has been mentioned the Romans were the most major influence in the "development" of what we think of as European culture on a widespread scale across the continent. There were peoples and cultures scattered all over Europe well before the Romans, but they each had their own mostly primitive based and unique cultures that suited them in their own area. It was only when the Romans conquered most of Europe that what we have come to know as European culture was standardized and organized into a single set way of doing things. Even that remained varied depending on where you were, but the Roman "rule of law" laid the ground work for the actual countries that came afterwards. Many of the countries of Europe that exist in modern form didn't exist as countries at all during Roman times. They were however, populated by various folks of varying skills and development. Since the fall of the Roman empire these different areas splintered away and eventually developed in slightly different directions into the countries and separate languages that we see in Europe now. Virtually all the modern European languages have roots in Latin which the Romans spoke. It was this Latin though that later combined with the "local dialects" and languages to form French, Italian, German, Spanish, and the other languages of the regions.l That is also why they are all very similar in scope and have so many common words or spellings in them. English too is the same as is a combination of all of this. To sum up though Colonization happened well before the tech did.

Both. The Romans brought the technology with them.

Colonization was made possible by technology. Particularly military technology.
