Oh the poor horse! I feel so sorry for you. I am 95% sure that he will get better! First, just start of slow with some people he really likes. Don't pressure him, just let him warm up to you again. Then let him be around some more people. If he gets skiddish again, just do the first step again, and start slowly working your way up to step two. Then see if he'll go from there. Try not to let anymore dogs around him though! Hope this helps!

It depends on how bad the attack was and the injuries the horse got. He might need sutures or antibiotics. I would need to find out more about the injuries.
On the issue of him being ski dish, with alot of work and alot of love he will get over it, something in his past has probably gotten him this way. You need to spend alot of time with him so that he first and far most trust you and becomes your best friend and then you can start to introduce him to others.

Was the horse badly hurt? What happened to the dog?

If you have some friendly dogs in the neighborhood, I would suggest you have someone bring the dog(s) in on a leash and just walk around but not too near the horse to start with. You are going to need to recondition your little horse, yet it will still need to have a healthy respect for loose dogs.

Most likely. Avoid dogs until he trusts you stongly again. If he had a sweet personality before it will come back. Just give it time. It could take up to a year.
