According to WeatherUnderground.com, it can happen, but isn't very common. See this webpage:

(What a mouthful!)
Basically, there HAVE been records of as much as 7 inches of snowfall in January, but usually there is no snow at all. As a matter of fact, you will notice that even the normal rainfall is close to nil (not the record rainfall, mind you). So even if it did get cold enough for snow, it's probably just too darned dry!
However, the temperature averages seem to show that even the low temperatures for the coldest month of the year usually average around the mid 30s, so it probably doesn't get cold enough all that often, either.
But as the records show, it CAN happen -- probably when crazy weather escapes down the mountains. So if you really want to see all those big, bright casino lights dusted with snow, just wait a few years and keep an eye out. Viva Las Vegas!

It definitely can and has. My cousins live out there and it's snowed in the Winter before. Though, not like you see Back East...this snow barely sticks to anything before it melts. =P Not because it's "too hot" (because in the Winter, the desert gets ICY cold!), but just because it's not exactly cold ENOUGH to make it stick and continue to build up.

Actually there were some flakes falling in November when we went to see the Stones - they immediately melted, but quite a treat for a Houstonian.

No, it doesn't. You will see snow on the mountains and in other parts of Nevada.
