Yes and No.
There are two types of intellegence gathering. One is tech intel the other is Human Intel.
The U.S. is BY FAR the leader of tech intel gathering however so much intel is gathered that its not very straight foreword. Intel analyst have to decide whether its reliable or valuable which tends to lead to mistakes in intel. It should also be noted that the U.S. is the most infiltrated country there is. We have a free accepting country and we share info with other countries and because of that its not to hard to be a spy in the U.S.
The best Human Intel would be Mossad (Israel) or possibly the KGB. The KGB under the Soviet Union has been the best group of spys in history, however today it would probably be Mossad hands down.
And about the WMDs. Little known fact is that there was no national intellegence estimate on Iraq in existance when the Bush Administaration first accused them of having WMDs. The CIA was pressured to back there story up and anyone who disagreed was fired once we went to war.

Sure can't be the USA as we haven't gotten anything right in years now. There were no WMD's, no Uranium, and we can't find one crazy Arab named Bin Laden with a 20 million dollar reward for his capture still standing. As far as who has the best, I would have to vote for China. Reason I say that is that although they are not noted for "spectacular covert" operations. they also don't brag about what they do regardless. What they have done is not only to steal many of our military secrets, but have stolen almost every single one of our "technological and business secrets" and whip our butt with them in the process. Finding some "American" good in a Wal-Mart is like going on a treasure hunt. Funny thing is though the Wal-Mart has essentially remained the same in that they still carry the same items in stock. It is just that we can't make our own products anymore as the Chinese have beaten us with our own technology. Japanese licensed our tech in the 70's and 80's and then beat us with price and quality on a lot of items, but the Chinese are now simply stealing it and making it and have convinced us that it is okay to "buy it from them" even so. Now if that isn't "intelligence" I don't know what is!!!! Other countries might have better "technique" and style, but since the question also involves the most "effective" I would be hard pressed to call going from poverty to the world's fastest growing and now number 2 economy on the planet anything "but" effective. :-)

It would seem those that caused 9/11 have a little better intelligence gathering then we have. They were able to gain access to information that we didnt have - nor could stop.
Then we did a really good recon job on Iraq, so I wouldnt say that the US is doing a good job at intelligent anything right now.

On the evidence of the WMD fiasco I will have to say a definite NO! I am prepared to give to Mossad because they knew in advance about the 9/11 and 7/7 attacks.

its actually Israel. Not the United States. If we had an effective Intelligence System, 9/11 would be avoided and prevented.

United States, United Kingdom and Israel. All top-notch. Though the US could use some work on our agencies and their resistance to cooperating with each other. It's like a big rotten spot on an otherwise excellent apple.

US intelligence is pathetic.You might remember the Bureau Chief from the Mideast did not even know how many factions of Islam there is.

Right now I wouldn't now how anyone would be able to answer that, almost all countries involved with the US had given some kind of bad or belated intelligence. For sane purposes I definitely say NO ONE.

They get what they want.
The Best ? Mossad of Israel.
Since they have been shafting the US and the US (population) still thinks that Israel is a friend of the US; the US politicians are petrified of upsetting them even in US soil!
