how the the building is to be designed do they get much freedome or do some other ppl tell em what kind of design and from there they just follow accordingly...so who r the ones who get to chooose the layout? the owner?

They can design what they want, but the owner calls the shots.

A lot depends on how much money is willing to be spent.

We can't all be Frank Gehry. Some folks want it functional, but not industrial

It depends on the job, or the company you are working for. Most times, a company will tell you a few specific things that must be included in the design, and the rest is up to you.

Well...It all depends. If the owner says something like "Have fun with it". Than you know that your free to do what you want. But you see, usually first you've got to sketch out drafts of your ideas and some'em to the boss.
