Paper mache is time consuming if you want to do it well, and kind of an odd present, but I'm sure your gesture will be appreciated.
You just need to dip some newspaper in paste and use it to form you desired shape. You may want to put it on top of a mold first to get the shape right and then put the pasty paper on top. For the mold you can use balloons, cardboard, toilet paper rolls, whatever stays together. You may also want to paste some paper on the mold in a layer, allow it to dry, and then come back and continue. Putting to much wet paste at once can mess up the mold underneath.
When you're done pasting, you'll want to paint your creation. I think using white paper for the last layer would make this easier, since newspaper print might show through the paint, requiring more coats to be used. I think acrylic paint should be fine.
Also I don't know if you can buy the paste at a store (I wouldn't be surprised), but you can make it yourself. I found a few recipes here: http://familycrafts.about.com/cs/papermache/a/blpmpastes.htm

HINT: always make the last layer of mache with white computer paper or paper towel so that painting is easier. It takes FAR less paint. If you don't do this, consider priming the project with white acrylic paint before you let the kids at it with the poster paint
Make paper mache paste (there are many different options): OPTION 1: 3/4 white glue to 1/4 water (or if using a good, thick glue, like elmers you can do 1/2 and 1/2)
OPTION 2: COOK METHOD: 1 part flour to 5 parts water... boil about 3 minutes and let cool (my favorite! it's the cheapest method and is nice and smooth)
OPTION 3: 1 part flour to 1 part water. Stir together.

First of all, take some newsprint and tear it into footlong strips that are an inch to two inches wide. The prepare a white glue/water solution. Soak the paper with the glue-water, then begin making your art!

All you need is a base to base it around like a balloon or something hard, and some glue and some newspaper or paper and you soak the paper and put it on the base.
