yes you can, the put you GPA and ACT scores on a scale and that is how your judged. So if you GPA is high you'll be fine.
also in state schools are have lower standards for acceptance

It depends on your high school GPA. If you didn't have a high GPA in high school I would recommend going to a Community COllege first, and transferrinf to a four-year university/college from there.
