What's 1 thing you just don't understand and why?

Here is the TWO questions that I do NOT understand, and why it has NOT improved any in over the past 30-40 years:

1. How come when one has a Violent, Abusive and Criminal Ex-Spouse -- you (the VICTIM or Survivor of the rages of this ex) can file the Police Reports, document the assaults/battery, the burglaries, the robberies, the property damage, whatever ... and the REVOLVING Door of justice does just that -- he gets a Slap on the Wrist (at best), very little punishment, and is let out once again to torment you ... to steal from you ... to re-burglarize your home, car, office whatever -- to endanger your life ... and is there ANY help -- NO! The Police treat you horribly when you DEMAND to file the complaint, won't put good effort into the investigation, won't answer when you WANT answers to the Problem, don't respond (sometimes), and Judges -- well ... they will sit up there on the bench and (I've even had this said to me!) this is the Judge's own words when you are asking for a Beefed up Personal Protective Order "(Judge says) ... I don't see the THREAT ...." Before that Judge denies (over and over again in many instances) the ADDITIONAL restraints or orders or even laughs and thinks it is FUNNY when the SURVIVOR is telling their story ....

I also do NOT understand with all the irresponsible deadbeat parents out there and the HIGH costs of Welfare, Aid to Dependent Families, etc -- why there is NO EFFORT on the part of certain states (Hey, CALIFORNIA -- are you listening?) to ENFORCE Child Support Payments and make it MANDATORY that they come directly out of the PAY of the DEADBEAT parent -- and also to completely pull their licenses, whatever (no plates for cars, seize property, etc) when the Deadbeat Parent does NOT pay (yet they have thousands to pay a lawyer's fee when they are FINALLY Caught in another state) .... So why (and I, too, am a Long Term Single Parent of TWO Disabled Children) .. NEVER going to see one penny of the many Tens of Thousands of Dollars of UNPAID child support -- even though I filed in my home state for enforcement -- California NEVER does anything to help in this situation (which is why the Ex settled in California in the first place!).

The law I applied for disability benefits a few years ago, I was denied. So I appealed then I had to wait over two and a half years,just to get a hearing. They make you fill out all these crazy forms, you need a law degree to read most of it. While I am sure there are people who get released from prison on parole for assault and battery or rape, in the that same amount of time.
