Yes, you can. You have to download a small program from the Microsoft website, burn it to a CD and then pop that CD into the Xbox360. The program has been written by Microsoft to allow old Xbox games to play on the Xbox360. Unfortunately, because all games are slightly different, virtually every game requires some more code in the compatibility program. Microsoft are working on this program, and periodically release updates. There are currently a few hundred games listed on the site which run when the small program I mentioned is installed.

PS - Further to other answers, you can play Halo 2 on the Xbox360 without the download, but that is because Microsoft shipped their console with an early version of the compatibility program as they knew Halo 2 would be the most popular old Xbox game to play on the new console.
