do tetra neons, mickey mouse platties, runny nose, and guppies co-exist peacefully as i have noticed tails and fins on the neons are being eaten

Yep, those should all be compatible, given adequate tank space. I have heard of platies being a little nippy but in my experience, they were quite docile. Maybe they are the culprits? Provide some extra plants / caves for cover.

Maintain clean water with weekly 30% water changes to ensure their tails and fins heal properly.

Keep an eye on the fins of your other fish, on the offchance that its finrot. In that case, fins will look frayed, and not torn, and you should treat with Maracyn-2.

Livebearers (platies and guppies) and tetras generally coexist peacefully as they are both community, not aggressive fish. If the neons are small, they may just be out numbered. Make sure you have special hiding places and there is enough room for all the fish. According to the LiveAquaria compatibility chart, this mix should work. The little fish may just be burned from chlorine. Be sure to use a dechlorinator. Try to rearrange the tank to make sure its not an issue of territory.
