Open up the browser (Internet Explorer)
Go to Tools > Internet Options
Click Delete Cookies

Yes, if you don't mind typing in all your internet passwords again in sites where you clicked "remember password" or "save password" and etc...

It is safe, because when you first used your computer, it had no cookies on it, and ran perfectly well!

Yes i run Ccleaner every night http://www.filehippo.com/download_ccleaner/ deletes all temp internet files and cookies and more you can fully customize it with simple tick boxes
