It's considered an expense. Ignore it.

No it is not taxable. For example visitir from India are paid the living allowance. This not taxed in US. It is considered as expense reimbursement In India

If the said allowance is spent outside India it is not taxable.
However, in case the allowance is brought back to India; it can be a debatable issue.
