I definitely have to say the South- women really make an effort to be beautiful and feminine here. The South has produced the likes of Jessica Simpson, Reese Witherspoone, Julia Roberts, Ashley Judd, Britney Spears, etc.
Southern California is also full of really gorgeous girls- they are more natural, beachy beauties (though a lot of older women seem to have had plastic surgery and in many areas around there).
I don't find women from the North-East very attractive- there is something harsh about them and they don't smile enough.

You can't pinpoint any specific area as there happen to be ugly and beautiful in every country, also, what's nice to one is not nice to the next.
As far as some "people" who think the south "produced" certain women, it's Hollywood that did that along with theatrical/stage make-up, botox, face lifts, camera angles, etc...
Spears, Simpson, and many of the so called "beauties" are all air-brushed and digitally enhanced. Ask any of them and they will say they wished they looked like what the industry has "made" them look like. It's a shame people buy into all that and have no clue.
