Colts out of Indianapolis and back to Baltimore, the Ravens franchise would be disolved without compensation and LA would get an expansion team. Replay would be abolished, all plays would be evaluated as they occured in real time--which is the way the game is played in the first place. All team ownership would be modeled on the Green Bay Packers, so private owners can't bleed the citizens of the cities in which the teams play.

I think your 1st and 3rd changes are good. Roughing the passer seems too ambiguous these days. Either let sacks happen, or play flag football: pull a yellow flag off and the play is dead. Also, let fans be allowed to examine official crews; keep a post of which crews flag the most holding, roughing, off sides, etc... so fans as well as players are educated and know what to expect from the mentality of the crews.

-I'd abolish the rule against endzone celebrations and loosen up some of the pass intereference, false start, and holding penalties. They're just stupid penatlies that delay the game.
-Crybabies like Mike Holmgren have to spend the remainder of the season wearing a diaper and the following season wearing a dress for pouting about the superbowl loss and blaming the refs for his teams lousiness.
-Cheerleaders for all teams as half time entertainment. No more old farts prattling on about "back in my day" or "back at old pick and poke" No more jocksniffers like John Madden.
-Pick any uniform number. No more retired ones either.

For the health of the players I'd impose a playing weight limit. In addition, I'd have league-established protocols and timelines for concussions similar to those in the NHL.
I'd allow end zone celebrations. Bye Bye, No Fun League.
I'd kill the rule about which positions can wear which uniform numbers. Reggie Bush should be able to wear #5 if he wants to.

I would revise the rules about what you can do to a receiver, make it more like it used to be. The NFL is too mush a pitch and catch league now, basketball on cleats.

Endzone celebrations shouldnt be so rough and no penalty against taking your helmut off.
In a Xfl league i'd allow defense points..point for an int or sack or fumble rec....

More cheerleader coverage
NFL Network to all for FREE
I'd get rid of:
Kneel downs
Unsportsmanlike conduct penalties for excessive celebrating
I'd change:
Intentional grounding rules
Play clock to 30 seconds
Penalties for kickers and punters who act!!
