I find that a bit young, but then girls these days are more and more mature. When I was younger I wished my mother would have explained this sort of thing to me before I started experimenting on my own & made a big mess ;)
However, I don't see the point of waxing legs at 13.... expensive for nothing. Give the girl a razor.

Probably, especially is she had really thick eyebrows and it bothered her. My 14-year-old just shaped enough to get rid of the strays. Very natural, but quite nice. If her legs bother her, then fine. But I always caution my daughter about the dangers of "beauty culture," too. That girls and women are too quick to judge their self-worth on their looks. But if not doing it feeds an obsession, than why bother? Actually, it's a nice mother-daughter time to go to a beautician together. Bond over some "girly" things, you know.

I would let my daughters get their eyebrows shaped no problems there.At that age the eyebrows almost grow together so I think it should be done. I am not so sure on the leg waxing, I think I would let them try Nair or something first.

Shaping eyebrows...no, unless she has a unibrow or excessive compulsive eyebrows.
Waxing legs---why would she wax her legs??? That's why they made Nair, and Veet!
I would wait until she turned 16, or until she could pay for it herself. I mean, why do you wanna pay all of that?

Nope, I wanted to use tape and take off all of my eyebrows when I was in the 5th Grade, but I never really got around to doing that...

I'd say go for it . . . I tried to start shaving my legs at that age with my dad's razor and I still have a four inch scar . . .
