Do you mean the best places to go to a ski resort or the best places to make/own a ski resort. Guess I'll answer both.
Whistler in Vancoover is the best place to visit if your willing to spend the money to have the best snowboarding/ski expirence. At the same time there are many mountains there to make a ski resort. Not to mention in Calorado they've got some big mountains. No doubt could you have a blast there or make a sucessful ski resort.

Your question is not real specific. of course your need mountains. good snow fall. proximity to transportation centers. good terrain options. I just was skiing in Dubai in an indoor resort in a huge shopping mall. Middle of the desert. Kind of fun.
The resorts I like the best are in the Salt Lake city area of Utah.

On top of snowy mountains with towns nearby that have nightlife. Or on really nice lakes.
