You have to put this in math terms.

2 expressed as a percentage of 14......translate that into math.

'as a percentage of'......meaning...you don't know what the percent is, so give it a name.....per usual with an unknown, call it 'x'.

So.....you have some percent OF 14. This translates as:

x%*14

"OF" means multiply.

"percent" means "divide by 100"

So we have: (x/100)*14, or......14x/100

"What is"....means equal to.

14x/100 = 2

Now...solve for 'x'.

==> 14x = 200
==> x = 200/14 = 100/7 = 14.29

what this question means is 2 is how much of 14, what % of 14 is 2.
so that means:
2/14
so now change the fraction so that it is over 100 (out of 100)

solve the proportion (cross-multiply)
2/14 = x/100
2*100 = 14x
200 = 14x
divide by 14
x = 14.2857...
about 14.3
so 2 is about 14.3% (exactly 14 2/7%) of 14

no offence but I'm a little astounded as to the amount of questions that appear on here as to how to express certain numbers in terms of percentages/ decimals/ fractions. I'm not aiming this directly at you it's just that it seems to suggest that schools these days concentrate too much on the complicated areas and forget about the basics - god I feel old!
