I'd suggest learning by doing, but that assumes at least some knowledge up front. For a reasonably good, free introduction to neural networks, try the FAQ for comp.ai.neural-nets:

The best way to learn about neural networks is to simply find a book or online resource to find out about them. I learnt about it through learning about data mining, however, it is also a major part of artificial intelligence.

In addition, it might be useful to understand a little about statistics, and have some good understanding of maths (there are a lot of formulas used).

Try wikipedia for a starting point, and perhaps follow the links provided there to discover more.
