Knowledge of tao has therefore the same redeeming and uplifting effect as the knowledge of brahman. Man becomes One with tao...Tao is also the stream of time. It is irrational, inconceivable.
It is obviously an irrational union of opposites, a symbol of what is and is not.

Think of them like people. This guy Being made all the animals. He, himself, was made by this other guy, Not-Being.

Now in religious/philisophical terms, God/creator made all things but Himself/itself. He/It was born from nothing. There was nothing before Him/it.

Or something.

It means that God made all creatures but existence itself is caused by non-existence. To me, it means i just interpreted a horrible and non-sensical quote.

all creature human and animal etc were created by the supreme being who is eternity in its highest form. their was none before our life source!
