why don't people say i COULDN'T care less instead of i could care less?

Because when you say "I couldn't care less" it means that you care so little that you couldn't possible care about something any less. If you could care less, then you care about it at least a little bit!

I could care less means that you care enough that there is still a lesser degree you could reach.

I couldn't care less means you have reached the lowest possible level of caring. Ie: I care so little it would be impossible for me to care less than I do now.

The term "I could care less" means that you still have the ability to care a little bit...Some people say "I could NOT care less..." meaning that they have hit the bottom of their caring at all.

In other words, I could NOT care less just means I am so far away from caring that there is no further I could go.

But I could care less what it means, because I just say "I don't give a damn..." ;-)

"I couldn't care less" means "I could not care less." Or, you're too stupid for me to even consider responding.

"I could care less" means that I actually DO care in some capacity, and therefore am capable of caring less.
