That depends upon the type of file you're dealing with. If it's an executable program, you'd have to code it to expire after a certain date and time. That could be circumvented easily by the user especially if the executable runs from the CD.
If it's media content -- images, sounds, videos, etc., you'd have to publish it with a digital rights package and set an expiration date within the content. If it's just a simple text file there's no way to do that.

Of course.
But all it can do is verify the date on the host computer... if that user sets the calender back it becomes pretty useless.
As well, you must be able to program this instruction set into the file itself. You require the proper codes & a decompiler & most of all : programming knowklege.

with any burning software you dont have to finalize the cd, and leave it open for reburning. BUT, you can only read and write the cd's content with that program and that program only..
