Saturate the areas with De-Solv-It. It will eventually dissolve both the tape and the adhesive. It would be best to remove the tape, at which time you could easily remove the remaining adhesive. It's a bit tricky to get the De-Solv-It to stay on the wall, the reason I suggest removing the tape first.
I strongly suggest using a razor scraper to get the tape off so you don't scratch the wall. Then, after you get the whole mess cleaned up, why not hang a bulletin board!
De-Solv-It is available at Walmart or most full-line hardware stores for about $4.00 per bottle.

Goo gone and a plastic scaper so you dont damage the paint. You can use a blow dryer also to warm up the adhesive under the tape. That will allow it to come off easier.

There is a product called Goo Gone I buy it at the 99 cent store it works really good for removing adhesive i.e. anything sticky like scottch tape I love it for removing price tags. if you can't get to the store I heard spraying WD40 on it will also do the trick good luck

Try to get the tape off the best you can using a scraper like a flat putty knife or something like that then try rubbing alcohol to get the sticky part off. It usually works for other things. I don't really don't know about metal but give it a try.

WD-40 works nicely....or some chemical you buy at the store...remember...most products work on the adhesive part...not the plactic on top of the adhesive
(tape is plastic with adhesive on the bottom)

Rubbing alcohol might be the trick. Apply with cotton, allow it to sit for 5 min. The use a plastic puddy knife to remove. It will also remove the glue.

try nail polish remover. the sticky adhesive will form into small clumps as the remover takes it off, just be sure to accumulate the residue on a separate towel to prevent it from getting reattached to the area that you are cleaning.
