The bearing on the belt tension is going bad. Will it is not a roller bearing but a sleeve bearing. You call it whistling I call it squeaking.

Sounds like a Frigidaire dryer or GE made by Frigidaire. If so
it has a ball assy mounted on the back of the drum that sits in
a plastic cup. As the plastic wears out, the ball starts rubbing the
metal support for the cup. It will evenually get louder and if ignored will finally cut through the ball and will cause bigger problems. This type of dryer also has a felt strip that holds up the
front of the drum and has 3 teflon rub strips. When they get worn
and cracked, they will do the same. Best to replace both at the
same time. It could be the belt tension roller and you can check
it with your hand, but it is less likely.

Check to make sure the filter near the door is not clogged, also check to see if there's a hole in the vent hose behind the dryer. Depending on age of dryer, the barrel levelers might need to be replaced.
