I have seen a similar problem on many GM vehicles that use the 125C or 3T40 trans-axle. It appears that your TCC solenoid may be faulty and causing the torque converter to not mechanically uncouple similar to not pushing in the clutch when coming to a light. Also at low speeds it will kill power because it's not allowing the converter to flash or multiply torque.
A good way to verify this is the next time you are coming to a stop, put the car in neutral right before you stop. If the car continues to run, it's the TCC solenoid. The part is inexpensive (about $25-$35) and fairly easy to replace. I have a customer that spent over $500 at a dealer because they kept throwing parts at the problem and it was the solenoid in her Skylark. If the car stalls when stopped in neutral, then I would start looking at fuel spark or in-particular the coil pack or ICM.

I dont think you should be spending money on a 91 Skylark.
But if you really want to then get a compression test done before you do anything else because if the engine is finished you're spending for nothing.

Mecanicaly inclined?
Pull the vacume hose off the EGR valve and hold your thumb over it or plug the hose with a screw. Start the car. If it's running ok then you need to replace or clean your EGR valve. You can clean them with carburator cleaner and a small brush. make sure the pintdel (the rod in the middle of it) is free and moves back and forth. clean the area around where the valve is bolted in to the engine. Obtain a new gasket (one with a screen if you can get it) and install the valve.
If this is still a problem after cleaning you might have to replace it. If it were me I would just replace it.

it's your alternator. my friend had the same thing she was trying to get home which was only about 3 miles and we had to stop at least 10 times to hook the jumper cables up to get her started to go 200 more feet lol. took us a half hour to go 3 miles with no traffic. just take the car to auto zone or pep boys and they will test it for free. and they will probably have your part you need and if you can't install it (not hard to do) they can do that to. good luck and happy holidays=)
