I think it's two layers of fake skin, you put the lizard skin on first, then human looking skin, then you have to apply make-up (and probably use lighting) to make the skin look real. Peel away!

For any on screen creature, it is only necessary to create a vector map of the actor's movemenmt.
By wearing a green suit, with possibly a blue covering, peels and reveals can be translated into wire frame animation, then SKINNED with whatever texture is required.
Another approach, actors wear beaded RETROREFLECTIVE cloth, and textures are mapped onto the form in classic FRONT PROJECTION.

They used different layers of Latex and rubberized masks with make up and blending.
Its simple today, but I am sure it was a pain in the butt back then.
Quite a few websites can show you how. or if you want, Ben Nye or Merhon Makeup companies have instructional videos you can purchase.
