You are lucky to have hawks in your area. The only birds of prey where I live are barn owls, everything else has been shot. I wouldn't recommend that as a solution because most hawks are protected.
Pigeons are food animals that breed fast to replace their numbers that are lost to predators. Try and think of them as flying rats. Watch some of the lion videos from National geographic to see how bloody nature can be.
The pigeons only defense is to try and lose the predator by diving into cover. Plant some large trees on your property to give the pigeons hideouts. The alternative is to put mice or rats in an open topped cage to give the hawks an alternative food source.

I agree that there is a natural food chain order and unfortunately birds of prey such as hawks go for pigeons and doves.
I had the same problem some time ago. I have a feeder in my yard that obviously draws birds to my yard to eat.
I moved the feeder under a tree where they weren't so visible to hawks prying eyes.
Just a suggestion - if you do have a feeder up, move it to an area where the birds won't be so visible while feeding.

To answer your question directly and without lecturing you, you create an environment where hawks can not attack pigeons. It could be a feeding area surrounded by chicken wire, including a chicken wire roof. The hawks like to attack from the air. They are less like to use into the entries you create for the pigeons. When they do, they will feel insecure and confused when they attempt to flee.

You can't. Hawks gotta eat, and pigeons gotta be hawk food. It's the nature of things. If you don't like the sight of the blood-soaked mess then you're free to look elsewhere, but you're not free to interfere.
