They can send you the newsletter, but I wouldn't rush to get them a check. Make a phone call or pay a visit. Ask to see the paperwork. Did you ask for this system? Was it an assessment? Is it possible the newsletter is just informational, and the actual bill will arrive later?

It all depends on what state you live in. In the state of Florida, the property management company is not the one charging you, even though it seems that way, but it is the board of directors in your condo/homeowner's association. The board of directors has a meeting and they must all vote to allow a special assessment. If it is in the annual budget, a vote has to take place to establish the budget.

It is a lot like a government and your board of directors are like the legislature.

Usually the $766 will not be charged through a newsletter. A letter is sent to the property owners and then a set of coupons are distributed.

Going to need a LOT more details about what's going on. If you're a member of a HOA and a mandatory assessment was passed by the association, you'll have to pay it.

If you are a tenant and your landlord decided to install a water treatment system, that's a capital improvement for the landlord's benefit. If you have a lease, they can't raise your rent to pay for it. If you're month-to-month they could raise your rent owing to the "improvement" to the property but they couldn't bill you for the system unless you asked for it to be installed and agreed to pay for it.
