You really should check with the moat zoning office. OR you could tell those government pointy headed fools to jump in a lake and just dig the moat and tell your neighbors if they have any problems to register them with the black knight who guards the draw bridge.
As far as sharks with laser beams...hmmm, I would try SeaWorld. i hear the aquatic life is starting a rebellion and there might be some sharks that need a new job. OR you could just dig your moat really really deep and get that whale who almost drowned it's trainer to do the job for you!

I dont know about sharks with laser beams but I know where you can get some ninja fighting crocodiles and some fire breathing snapping turtles.

Just get the sharks, I don't think the neighbours will be coming round to complain once you have them, I don't know where to get them from, probably ebay they got everything on there.
