Does anyone know how to insert graphics onto a picture. I seen someone put angel wings on someone in a pic and someone had a santa hat placed on someone in a pic. How do they do that???

You need a photo editing program such as paint shop pro, adobe, photo wizard etc.
You can download a free trial version of PSP at http://www.jasc.com this is my favorite program and runs about $100 in stores.
Some people (like me) have a lot of background with some of these programs and make money off of them...some more then others.
These are the programs I am most familiar with...however I did just do a quick search for you since I know there are several others out there and here are some other sites I found...

photoshop. about 100 bucks, this is if you plan to do alot of editing, with cool effects and a good program.
get something simpler and cheaper if you want to use it once in awhile.
