You say you are both gay. You also say he is shy and you are not. Why then are you waiting for him to make the first move? Time to put your money where your mouth is. Or rather to open your mouth and actually use it. You've asked at least two variations of this question in this forum in the past hour that I know of. Instead of asking a third time, as you would probably like to do to put off doing what you know you should, why not instead just walk up to the guy and start talking and flirting yourself. If he is shy and you like him then it is really up to you to break the ice. What do you have to lose anyway?

Get him to sit down with you in some nice area:take him for a walk in a park?:sit down on a bench:and open up to him.
This is most practical thing to do.
You can also ask him if he likes zoos?
Go visit one with him.
During lunch tell him how much you really like him.
What can happen?

Like what many people have said flirt a little with him and see how he responds. It's pretty easy to tell if someone likes you by how they look at you and how they smile at you.
