There is no area code.
It's an 0800 number, but it's international. For example if you call an 0800 number sometimes you get connected to a call centre outside the U.K. If they call you it's still the same number (0800 whatever) but has the international code as they're calling from abroad.
The 00 is the code. As with all international numbers you drop the initial zero then add the code. So the number is 00 800 258 5503. It's not a scam, probably just someone trying to sell you a mobile phone, or a kitchen or some other crap like that.
EDIT: YES there is 00800, explanation is above.

Broward county, Florida is where area code 954 is located. It sounds as though you keep getting an auto dialer ( which is a machine that dials calls from places like call centers) and since it has your number, it will keep calling you. About the only thing you can do is turn off your phone's ringer so it won't wake you up if you are sleeping. Hope that helps.

I wouldn't call this number back just in case. It doesn't sound like a legitimate number and if you don't recognise it don't answer it. Try putting a bar on the number so they can't ring you anymore just in case.

Just put the number into the ictis web page, here is what it says.
This is what we know about the number you entered (008002585503).
ICSTIS does not regulate international numbers. However the number you queried has been logged. We will share this information with UK phone companies so that they can take action they feel is appropriate to minimise consumer harm.

If it's 0800 258 it's an Alphatalk UK freephone number, but I don't know who it belongs to. Probably someone trying to sell you something. I wouldn't call it.
