I would say that on a purely physical level, the construction could be complete without free lunch for the alligators. HOWEVER, for the sake of form and propriety, some kind of sacrifice must be made. One could have non carniverous animals in the moat. I would respectfully submit the duck billed platypus.

Sorry to be so serious with my answer, but you can indeed have a moat w/o a carniverous beast in it --it's called a dry moat. Dry moats which surrounded castles and forts (there is one surrounding Ft. Warren on Georges Island in Boston Harbor) allowed the intruders to be mowed down by the defenders of the fort who shot down at them through slots in the fort's wall.
I hope you get the moats out of my answer. (I know, that's really dry, huh?)

Yes it is not necessary to put any beasts in a moat. The water alone is enough to do the job of what a moat is supposed to do.
