It's a rounding error on Yahoo's part. They always round down. So if you have 68.2% and 31.8%, they both get rounded down to 68% and 31%... If they did it correctly, the second number would be 32%.

In some cases, if you have a round number of answers to questions, the percentage comes out exactly. For example, if you had 10 best answers out of 50, then the percentages come out as 20.0% and 80.0% or just 20% and 80%. This might explain why some people see 100% (at least until they answer another question).

The sticking point is 0.5. If you had 37.5% and 62.5%, then one would have to round up and the other down otherwise it would look like a total of 101%. You could fix this by rounding up if the prior digit was odd, and down if it was even. They could do this correctly if they wanted to...

I don' comprehend why they could be able to easily make one the function of the different. So if one is 33.33333%, why do not they make the different the end results of 100 a lot less the first column?

They round down. Unless your best answers are an integer %, it will always add to 99
