The vents shouldn't be too much trouble. I'd be a little more concerned about the drip edge, but it still be doable.
Tell the contractor that you want to have a reputable building inspector look at his work after he's done, and that if the inspector doesn't like the work, he'll have to tear off and reroof the whole house afterwards. If he stands behind his work, he won't complain. If he balks about this, be concerned. If you're not happy with the work afterwards, file a report with the better business bureau. You may have to sue him, too.

if he didn't strip the roof, you don't put new drip edge on. now go up in the attic and look up at the ridge and see if you see shingles or ridge vent. that way you will know if the crew cut the shingles to make the vent openings. if you had the old vent hats and that is what they filled in, have him install a ridge vent. it works better, takes the heat out at the highest point and can be easily installed, he just has to rip off the caps and cut a 1" cut across the top. this could have already been done and you just don't recognize the new vent system. hope this helps, good luck.

closing the vent holes, shaking, then installing later is more work than initially called for...not to mention incorrect.
in order to flash properly, it must be installed simultaneously with the shaking...other wise the drainage can back up into the underside of the shakes and run down the inside of your roof.
the DE is no sweat, but in the cold weather, the shakes could crack when you turn them up to nail, however he could wait until the summer and do it simply. If its a wood shake rather than comp., your SOL as the DE can be installed, but the nailing will be on the fascia rather than in the roof sheathing. an incorrect method of doing the process.
venturing further into the process, the vents that were boarded up can be punched through from the under side and reinstalled(still incorrectly, but installed).
additionally, you could abandon the ridge venting and go to gable vents on both ends....this will give you flow-through and serve the same purpose.
I hope by viewing the few methods that have been presented to you by the pro's who care, will help solve your dilemma and you can deal with this unfortunate situation with this contractor and move on to bigger a better things for Christmas.

Vents are easily installed after the roof is done..All they have to do it cut through the plywood and replace the few shingles..big deal. Not sure about the drip egdge, but probably the same deal.

Since you can have both of these things done to an existing roof without having to re-roof, I would believe him. It's pretty shoddy though that the "pro roofers" would do this in the first place.
You wrote that he closed 11 holes with shingles. If the sheathing still has holes underneath it, it will be a weak point in your roof. If an inspector hops up there when you're looking to sell your house, he may put his foot through it. It is imperative that this is corrected.

if it is a metal drip edge that has a 3" projection that nails up the roof then he must remove the starter starter strip and the first run of shingles....if its the wooden drip edge that nails onto the facia board then it can be installed anytime......
vents r easy but must remove shingles again...........
