Homer gets frustrated by Ned's goodie two shoes image. He is jealous that he is more successful and that they love Ned more then they love him. However, even though he secretly envies him, they are good friends. Remember the episode when Homer made Ned loose his leftorium store? Then he helped him bring it back again? In another epsiode, when Bart discovers a comet, all of Springfield is hiding out in Ned's bomb shelter and Homer makes him leave, then he follows Ned out as well lol. Homer's such a dummy.

Because Homer represents the ideal unaffiliated American cartoon character who knows that someone like Ned's cartoon character is wasting his time being so nice and devoted to his other fellow American cartoon characters.
