Because it's safer just to bust speeders and some tokers instead of actually concentrating on real crime. Cops hate having to bust people like child molesters and stuff, unless they have a personal vendetta against them. Of course, not all cops are bad, but the ones where we are suck. So does the legal system, if you are rich, they pay the judge off so they don't have to pay restitution for the drunk AHOLE who slammed into our car.

Most crimes (rape, robbery, murder, etc.) fall under the jurisdicttion of states, counties and cities. The federal government has jursidiction of interstate crimes and other crimes as set forth in federal statute(such as robbing a federally insured financial institution). In my opinion governments are doing what they can to stop crime. It is not an easy job and, unfortunatley, there will always be those who violate laws. However, the tide is turning.

Go ahead and do something stupid in public and watch how fast the cops will be on you like flies on shi*t.
You will see first hand the government and the system in action.
If there is danger you are hanging with the wrong people.

Because most of the toubled cities are heavily populated with a race that is not going to change. AND if you say anything to them, they will call you racist and sue the officials. You know what I mean?
