The entire Congress has become very specialized. As a result certain committees and members of those committees become very knowledgeable on narrow topics ie. environment, taxes, military, agriculture etc. Probably the most important function of committees is to hold hearings, where interested parties present information in an attempt to influence legislation. Special interest groups with the best information, and money, usually can persuade the committee. Other members of Congress usually defer to the experts on the various committees.

Well not like you'd know from the current out-going Congress but, they are responsible for overseeing the way tax-payer monies are spent and distributed. They also have subpoena powers and can convene grand jury's which can result in criminal prosecution. They also address budget's for the specific items within their committee. Fact-finding hearings and oversight, mostly.
If a hearing is not about a bill, it's about an issue that could lead to federal action if not addressed in some other way. Oversight of federal agencies within their jurisdiction is their #2 function just behind the consideration of legislation within their jurisdiction.
