The first Winter Olympic Games were actually called “The International Winter Sports Week” and went on for 11 days in the French Alps, 60 miles northeast of Grenoble.

1924 in Chamonix -- although it wasn't recognized as being the first Winter Olympics until 1926. There were some skating events held at earlier Olympics. The Wikipedia article below gives a good history.

That was in 1924.......The “First Winter Olympic Games” was held in Chamonix, France, though that name was not given to the event until later: it was originally called “International Sports Week 1924”. Sixteen nations competed, with Scandinavian athletes dominating in many sports. A notable exception was ice hockey, for which the gold medal went to the Canadian team after outscoring their combined opponents by 110-3 in the course of five straight victories.
