Probably not. They will ask for your old license before you can get a new one.
Your friend might be able to get a restricted driver's license which will allow them to do some driving. It will depend on why their license was suspended.

Depends on the laws of your state. If your state code has provisions for contributory negligence, the lawsuit can be thrown out if you can prove that the other driver's negligence also contributed to the injury (that's where the speeding and swerving in front of you may come into play). The problem with arguing the suspended license angle is the fact that they're suing because a passenger was injured, not the driver. They could always argue that the passenger had a reasonable belief that the driver of the vehicle was properly licensed and insured. You'd have to prove that the passenger KNEW the driver was driving on a suspended license, and even then you may not be completely absolved of all responsibility. But hey, I'm not telling you anything your insurance company doesn't know already. The best thing you can do is make sure your insurance company knows everything you know and then just let them handle it.

I live in Florida and know for a fact that they will keep you from getting a license in any other state until you get the problem with the Florida license taken care of. If that takes the rest of her life, then they are willing to wait!
Aside from that, most states now will check to see if you ever had a valid license when you apply for one. No matter what state it was in, they usually follow up and see what happened to it. Then they act accordingly.

Probably not -- the records should be available across states. I've had people complain to Family Court (where I work) because their license was suspended here due to non-payment of child support and now they can't get a license in the state they moved to, either!

No, they can't. They can transfer a valid license from state to state in most instances, but a state will not issue a license if the persons license is revoked from the state they are coming from.
