Oh, and the answerer below you, get an education yourself and you'll know that there are more straight people in 3rd world countries with HIV/AIDS, than all the gay people in the world put together.
Anyway, no I don't think that any governments would stoop to that, because in some cases it would be tantamount to genocide. And there are strict international laws prohibiting those actions.
And besides, have you thought of what health problems we would have due to that many dead bodies?
It's like any other disease, you have to stop the spread first and then treat the infected afterwards. Education is the ONLY way to stop it.
Polio and smallpox were epidemics at one time with no end in sight, but given time and treatment, they were completely wiped out in this country. Change takes time, not radical actions.

Practice monogamy. Virtually wipe out AIDS in one generation. Yes, there would still be some cases due to tainted blood transfusions and needle sharing among intravenous drug users, but the EPIDEMIC part would essentially end.

Your assumption is faulty. We do not yet know how to eliminate it. Smallpox has been totally eliminated - except in various govt labs.
