My sister doesn't know how to whistle & I've been trying to teach her with no luck. How can I teach her how to whistle?

My niece learned how to whistle on her own. She had her lips pursed one day & figured out that she could make a new sound she'd never heard when she breathed in & out real fast which just happened to be a whistle sound.
You should try it.
