I wonder how people qualify as mentally retarded.

technically, an IQ of 70 or lower, but take a look around at some of the questions on here.... you will get a much closer idea.

Straight from Wikepedia (and the link is below):
"According to the DSM-IV ([2]), there are three criteria before a person is considered to have a developmental disability: an IQ below 70, significant limitations in two or more areas of adaptive behavior (i.e., ability to function at age level in an ordinary environment), and evidence that the limitations became apparent in childhood."

The signs of mental retardation appear very early. It can be differentiated from language delay in that the retarded child will be delayed in ALL aspects of development. For example, a retarded child will have equally severe delays in physical (motor) development, cognitive development, and language development. These kids typically are a minimum of six months behind other kids in all aspects of their development by age two.
