Chanukka or Hanukka is a Jewish holiday commemerating a time when a very small amount of oil lasted eight days - the holiday is also called the Feast of Lights. Happy Hanukka means enjoy this particular holiday.

Hanukkah is a Jewish holiday. The Menorahs (candle-holders with 9 candles in a line with the center one set up a bit higher) you see set up in some towns are a symbol of this holiday. (Similar to the tree or wreath decorations hung to celebrate Christmas.)
Hanukkah celebrates a miracle performed in ancient times.

The holiday originated when Judah the Maccabee and his followers reclaimed the temple in the village of Modi'in from Syrian King Antiochus IV. The temple was cleansed and prepared for re-dedication. The Hebrew word Hanukkah means "dedication." When the sacred temple Menorah (candelabra) was re-lit, there was only enough sacred oil to burn for one day. Yet, according to tradition, the oil miraculously lasted eight days until more purified oil could be found.
