Stage1) Find the folder with them in on the computer you want to transfer them from.
For Internet Explorer favourites on my new PC running Windows XP, it's located at
C > Documents and Settings > *user profile name* > Favourites

2) Copy & Paste this folder to a suitably sized storage device, such as a Floppy Disk / USB Pendrive / CD-RW Disk / Memory card out of a Digital camera, etc.

3) Transfer the folder onto the other computer

4) Open the browser, click on "file" to open the drop-down menu.
On Internet Explorer, there should be an option on there that says say "Import and Export..."
On Mozilla Firefox it just says "Import"
Click on it, and just follow the onscreen instructions.

If transferring from Internet Explorer favourites, you might be able to skip step one, and use the "Import and Export" wizard to put the file onto the Floppy disk / USB drive / CD-RW disk / Memory card or whatever, then go straight to step4 on the other computer.

Just export them out, then transfer the file to the other machine and import them back in.

UPDATED RESPONSE:

@ The thumbs down imbecile. Seriously, if you're a moron, don't thumbs down what you don't understand. Saving favorites is computing 101 and every goddamn browser on Earth has the capability to easily export and import them as an html file There's no need to go to any folder etc.. to do a simple newbie exporting and importing of favorites.

Just go off line, go into explorer and open the Favorites Folder. Copy them to a floppy and then go to your other computer and copy them from the floppy into the Favorites Folder on that Computer. You can do this by selecting them all and not one at a time.

you can copy the whole favorite folder on a disk or a thumbdrive. just search for "favorite" and once found just copy the folder on a disk and then do search on the new pc of "favorite" again, open the folder and drag all the old favorite files into the new pc fav folder.
pc 1 start>search>"favorite" copy/save it on a disk
pc 2 start>search>"favorite" open the folder drag files from old favorite folder.
