want to get an upgrade to my fix it utilites to utilites 7 ssay pentium or better willl my amd sempron work?

There are very few applications that will only work on a specific vendor's CPU.
You can usually do a quick evaluation If you take the specification for your AMD Sempron CPU such as 1.5 Ghz 2200+, all it means is that the CPU frequency is set to 1.5 Ghz but AMD claims that it will perform at a level equivalent to 2200+ CPU cycles or 2.2 Ghz.
Typically all CPUS will run all applications but obviously a lower grade CPU (Sempron is considered ok for your everyday needs but not for resource intensive applications) will perform slower.

The issue here is CPU capability. If something has a specification for a given CPU, it is best you have that CPU or a higher version. Failing to meet published requirements only asks for negative issues.

Yes. AMD has been better than Intel for a long time.
AMD runs a bit hotter tho.
