you actually need what is called a ballot initiative. You need to have 5% of all registered voters signatures on a petition in order to create a new law. and to amend the current ones you need 8% of voters signatures..

What you need to do is:
1. Pick out one crusade you want to challenge.
2. Write it down.
3. Get a petition and have at least 1500 registered voters sign it.
4. Take it to your congressional Representative. (Make an appointment to see him/her)
5. Tell your congressmen how you feel and give him the petition.
6. Get him, win him over on your crusade so that he can fight for you.
7. If you can't sell him on your idea, then you need to consider running for office.
Changing current laws is not easy. If you are a blow-hard, you will complain and cry from the rooftops how bad things are. In this case you will most likely get ignored.
Or if your serious you can follow the steps I have listed. If you are not willing to fight for your beliefs, then why should anybody else support your cause.

Write clear, well thought out letters to your congressmen, both state and federal. Tell them about your concerns and ideas. Ask them to consider these things. Ask them for a response and feedback. A good representative will give you a real answer. A mere politician will give you a form letter that has been prepared for the purpose. You can tell that it is time to replace that representative and find one that is more responsive to the people. Attend city counsel meetings and speak your ideas so that you can maybe sponser change on a local level. Write letters to the editor of your local newspaper. This helps you to express yourself and maybe put ideas into other peoples heads.

First become a lawyer,
then become a polician,
then be elected,
maybe then you can have you say.
You might become president and have more influence.
You will need lots of money ad will probably have lost your ideals.
