I can put the files onto the mp3 player and move them to another computer and play the music but the mp3 player says there is no file to play even though the information is on the mp3 player.

Perhaps your mp3 player really is an mp(3) player.
You need an mp4 player to play mp4 files.
Some still call themselves mp3's, but on the box or manual will say that they are mp4 compatible. I am willing to bet that yours is not.

It depends on what iPod you have. I don't know about Microsoft's version of the iPod, but with Apple, you have to have an iPod (not Nano, shuffle, etc). Make sure you have the right software on the iPod. Then you have have .mp4's on it. To transfer to another computer, I think that the computers must be synced, meaning set up a Network, and sync them. Then you can transfer fdiles. Otherwise, it doesn't work. Good luck!

With iTunes, reformat it to mp3, mp4 is only for crappy iPods stick with mp3 it's more compatible
