1. IS your ISP offeing a static IP or a changing IP?
{My IP is changing every time a conect - is high speed internet - 1.5 MB - but is like an ordinary dial-up connection - ASL}
If is there a changing IP - set our connection to "Get IP on connection"
2. Get the latest browser version -
{try to stay away from IE - use Mozzila firefox, Opera or Netscape}
3. Get a free version of a very good antivirus and scan our system ... maybe some virus is blocking our internet browsing sessions.

This IP Address is a windows default IP address. It generates one in this range so that if you had two or more computers hooked together they could talk to each other.
It usually means that you are lacking a DHCP device on your network. This would be the IP Address that comes from your ISP or a consumer-grade router (linksys, d-link, netgear etc) that you may have purchased. First shot would be to turn everything off including your cable/dsl modem and start to power them back on from the wall to your computer waiting a few (30) seconds on each. So first your cable/dsl modem then your router (if you have one) and then your PC.

169.254.anything is the IP address that windows gives its self when it can't get it from the router or any other source. Open a comand prompt (Start > Run type CMD and hit enter.) In the box that opens, type IPCONFIG /RENEW and hit enter.
